The Alimbekov-Baker Treaty: A Secret Deal with the Devil?
On 2 June 1992, with Talas under siege, Provisional President Amanbek Alimbekov signed a treaty with James Baker. Four days later the Marines landed. By August Irad was an "organized unincorporated territory" of the United States.
Has anybody in Irad ever read the WHOLE treaty? Not the summary. Not the speech. The whole text with every annex.
Alimbekov could have told us. He died on 14 November 2004, two years before George W. Bush walked away from the treaty. He took the answers with him.
Our questions: Was there an annex on oil? On the air base? On what would happen if America left? Did Irad agree in 1992 to something that let Washington simply walk away in 2006 and leave the bases behind?
A treaty with secret clauses is not a treaty. It is a receipt. Publish it.
