The Gendarmerie's Diesel Empire: Who Really Runs the Smuggling?
Go to a village in the Chatkal highlands and try to buy diesel. You will pay 40 to 60 percent more than in Talas, if you can get it at all. The UN mission measured it. Up there the barter rate is one fat-tailed sheep for 150 litres.
Every litre crosses the Qara-Chik line, past Gendarmerie checkpoints. Every tanker that crosses was waved through by somebody.
In 2019 the Steppe Investigative Network reported that companies linked to Major General Ruslan Toktarov held diesel supply contracts at Talas Air Base. The Americans need a lot of fuel. Contracts that size leave a lot of fuel spare.
In 2023 the Talas District Court convicted SIX Gendarmerie sergeants for passing tankers across the line. Six sergeants. No lieutenants, no captains, no colonels. Sergeants do not run empires. Sergeants take the blame for them.
Our sources inside the Gendarmerie say the fuel trade is not corruption at the edges. It IS the system. The checkpoints decide who gets fuel and who doesn't. Clans that cooperate get diesel for their generators. Clans that don't sit in the dark in winter. It is a weapon and it is a business at the same time.
General Ruslan denies any improper interest. No inquiry has ever been opened. Who would open it? The Gendarmerie investigates the Gendarmerie, and the Governor's son commands the Gendarmerie.
Next time IradOne shows you a seizure at Talas North Terminal, ask yourself who was NOT stopped that day.
