HEARD: the Kökjal elders want Toktogul back, and if they don't get it they will open the dam. Then Talas cuts the power to the whole tribal side in revenge. 100% from a man who drives for the Ministry.

Also, the dam's schedule is run by the joint commission under the protocol. Nobody "opens" Toktogul in a temper. Logged, generously.

HEARD in Nurzhan: Ruslan wants to send the Gendarmerie up to "help" the Kurultai decide faster. Not THAT Ruslan, the other one. Obviously.

Gendarmerie on the Aksay Plateau would be the end of the 2007 ceasefire, not the start of a deal. That's a bar rumour. Actual information is in the Valleys thread, from someone who is actually there.

Bishkek rumour, for balance: the observers waiting in Tash-Kömür are so bored one of them bought a komuz. That is all. Nothing about partition.

HEARD: Maksat flew up to the plateau in a helicopter to negotiate in person.

No helicopter has landed at the Kurultai. If one had, the horses would have told you before I could.
The Kurultai does not negotiate with Talas. It decides what it will say to Talas. City people forget this difference. |

For the book: dam, no. Helicopter, no. (The Gendarmerie one was Ruslan's, not hers, and also no.)
