Herald says the first business census started Thursday. 1,900 enumerators, 47,000 businesses expected, register has 31,000. Unobserved economy 23% of output, 60% of farm turnover.

So they will need to count the 31. Fine. The enumerator can ride from the Old City to Alatau Heights with a clipboard and two sacks of onions on his knees. Seats are a theory, he can stand and tick boxes.

Question 4: does the business keep written accounts? There are ten drivers on the 31. They are all my cousins. The accounts are whoever remembers who paid.

Pass the money forward.

same at my aunt's laghman stall. the books are in her head and in one pot. the pot with the dented lid is yesterday's money, the other pot is the day before. she knows to the tyiyn what a bowl costs her and she cannot tell you the "turnover band" because nobody has ever asked her in a way she understood.

25 minutes for the form? she will give them 25 minutes and a bowl of laghman, and then they will want to sit down for the rest. (Tea is free for enumerators if they are polite. Half price if they are students.)

I do get the worry in the Herald piece though. Not being counted, being counted twice. Confidentiality for five years covers individual returns, ok, but it is a decree and she said it, and I would like to see the clause before my aunt reads it aloud to her pot.

Good that you count stalls. Now tell me who counts the cattle that never reach a scale.

We sell feeder stock from the winter pasture. A dealer comes, looks at the animal, puts his hand on the back, says a number. Money. No scale, no paper, no field with an address. 60% of farm turnover is the number they are afraid of? I would say they are polite. In our case it is a cow is a bank, and you do not give the bank statement to a man with a form.

I will answer the enumerator if he finds me. Moiynkum in winter, wherever the grass is in summer. Let him bring a horse.

Nu what is all this noise, detka. Census is arithmetic. Dinner table arithmetic. How many mouths, how many pots, how much goes in, how much goes out. Every woman in Navbahor does this every evening and nobody gives her a decree.

My advice, since nobody asks: you sit the enumerator down. You feed him. A man with a full stomach writes honest numbers and a man who is hungry writes "unknown". Pirozhki, tea, then form. 25 minutes? Koroche, with pirozhki it is 40 and everybody is happy.

He will also eat, the horse can wait outside. Eat. You are thin, all of you.
