It's filed. In re the Elective Governor Acts (Inability of the Governor). Nazira Abdykadyrova (Talas) and Vitaly Kuzmenko (Nurzhan), for the three Russo-aligned deputies, after the Mejlis refused a hearing on the Governor's health.

Three questions: (1) does the Lieutenant Governor need a formal declaration of inability before exercising the Governor's powers; (2) who is competent to make it; (3) can a Governor who is unable to appear be nominated for 2027.

Note what it does NOT ask: whether he is alive. That's why it's clever.

Three Nurzhan deputies. So in Talas tomorrow they will say "Russos", "Moscow", "Bekzatov". Watch.

We printed the three questions in the Association bulletin. The members' first reaction was "there is a law for this?" The second reaction was "then why has nobody used it?" Brave lawyers. I hope they have good locks.

My aunt asked me what the petition is. I said: lawyers asking a court who is allowed to say the Governor is ill. She said in her day the doctor said it. I said that's question two.

In 2024 the clans said they would not negotiate with a recording. Now lawyers in Talas ask a court whether a recording can be nominated. Sometimes the valleys are two years ahead of the city. Not often. Sometimes.

[HEARD] Nurzhan guys at camp say the joint-ticket talk in the Herald and the petition are "one plan". Maybe. Everything in Nurzhan is one plan if you drink enough.

Three months. Still not listed for a hearing, the registry confirmed. Government counsel want it declined as "hypothetical, a matter for the legislature", exactly the line the court took on term limits in 2014. A legislature with 51 DPI seats out of 60. Everything is for the legislature, and the legislature is for the DPI.

Status: petition awaits listing. "Awaits listing" is a legal term meaning nothing is happening. Not legal advice.

The court is slow with the Governor and slow with the coin. Two cases, nothing decided this month. At least the court is consistent.

The Times counted: four months, no hearing. You'll need a VPN, they were blocked an hour ago. Section 4(2) says nothing about how long "promptly" is. I checked twice.
