Daniyar Tologonov has had the job since 2007 and he's 69. Aidar Maksat is Zara Toktarova's husband, civil engineer, the man who redid the Talas water mains. It's plausible, which is the worst kind of rumour to score. I am a lawyer. This is still not legal advice.
