Census enumerators start in the ISEZ next month. The Kurultai told them not to come to the tribal side, last year. So: how do you count people you're not allowed to count?

Credit where due. Though "about 4.6 million" is also what you get if you take the 1989 number and add a little bit. Which may be exactly what happened.
