genuine question. a pack of western cigarettes at the bazar is cheaper than in the shop. the man just says "free zone". the Talas Free Economic Trade Zone. how does a duty-free zone leak into Bazar-i Kalan exactly

It does not LEAK. It FLOWS. Trucks go in duty-free, cartons come out by the back fence, a checkpoint takes its share, the bazar sells them. Everybody gets a piece except the budget. And the budget is THEM too. WAKE UP IRAD

The man two rows down sells them. He has never told me where they come from and I have never asked. That is the whole economy of a bazar row.

Goods in a free zone are meant to be re-exported, or to pay duty when they enter the territory. If they turn up at a bazar having done neither, that is smuggling, legally speaking. Whether anyone is ever charged is a different branch of law. Possibly astrology.

Up on the line the soodagers carry those cartons over the pass with the diesel. A horse carries forty cartons. The horse does not smoke.
